It's very easy to set up a basic web site. You can use Word to create the html, and then tweak it until it looks right to you.

There's a publication from PC Novice magazine called Building Web Sites from Sandhill Publishing, it gives a nice overview. I had already had a basic site up for about 2 years, and this book gave me a lot of ideas.

I would also recommend JavaScript for the World Wide Web ISBN 0-201-69648-7 from Peachpit Press, this is how I learned how to change the appearance of the button graphic when you move your mouse over it.

Another good source of html know-how is to find a site you like, and then click View, Source and look at the code behind the screens.
